A large crowd gathers outside of a newly dedicated Victory Center in downtown Portland, at S.W. 6th Ave. between S.W. Morrison and S.W. Yamhill Streets. People can be seen on a stage, including the Portland Rose Festival court. The building was setup in front of Pioneer Courthouse, which can be seen in the background.
