They are looking at one another and smiling. This photograph was taken in March 1920 while Rutter and Marstella were visiting Portland to evaluate prohibition enforcement. The Oregon Journal published a related photograph, image No. 376G0193, and a story about Rutter and Marstella’s visit on Page 4 of the city edition on March 16, 1920.
