Elisabeth Walton Potter was born in Salem, Oregon, in 1939. In 1960, she earned a degree in art history from the University of Oregon. She then earned a master's degree from Penn State, and in 1966, she also earned another master's degree from the University of Delaware. She was a public historian specializing in architecture history and historic preservation. She served as coordinator of the National Register for the State Historic Preservation Office of Oregon for over 30 years, retiring in 1998.
