Photograph showing Multnomah County Commissioner Grant Phegley buckling or unbuckling the straps of a suitcase at a retirement ceremony in his honor on Wednesday, January 2, 1935. During the ceremony, Phegley was presented with the suitcase and a set of framed resolutions from county department heads and employees.
