The photograph was taken in Portland on October 14, 1935, while Delgado and his wife were on their way from Washington, D.C. to Manila, Philippines. A cropped version of this photograph was published on the front page of the Oregon Journal on October 14, 1935, under the headline "Pleads for Philippines." The photograph had the following caption: "Francisco A. Delgado, Philippine islands commissioner in congress, urged earnestly here that Americans and particularly those on the Pacific Coast make no moves that will disturb trade between the islands as they gain independence, and the United States. He is shown with Mrs. Delgado." The photograph accompanied a story about Delgado and the terms of the Philippines' independence, headlined "Philippines Rely on U.S., Delegate Says."
